Contact Labels are now available via the Contacts endpoints for personal contacts, corporation contacts and alliance contacts. For more details, see here.

Minor bug posted at the request of @CCP_Tellus:

For reasons as yet unknown (possibly if you're not in an alliance), then this endpoint (/{char,corp}/ContactList.xml.aspx) may fail to include an empty list of alliance labels. Example response which shows the problem:
