I had not fired a single shot and I took the complex unapposed. Not sure what happened here. I rejoined FW yesterday.

While you were not in FW you have done something against the FDU. Likely shooting a Galmil person or maybe killing lots of Gallente rats in Story Line missions.

When you capped the plex - The ranking recalculated and whatever negative thing you did was factored into that.
