Why is Character Transfer service disabled?

So the issues forum is filled with complaints about being unable to pay for character transfer service with any of the available methods and the petitions are being ignored for several days now.

Any info about this from the officials? Is it going to be removed completely or there's a hope for it working after the holidays (and which ones if so)?

Well I know the eve store doesnt do processing until after the holidays, could be that, wonder if they will come and say why.

I've done several character transfers in the the last week o_O How recent is this problem?

Well, mine is half day old, and I have seen people complaining about 3 day ignored petition.

Perhaps it only exist in some countries?
