No they spawn on a timer, there are always at least 4 which are on a respawn cycle of 30 minutes.
The mission sites are different, named things similar to High sec missions but they do appear on overview when they are opened.
FW Complexes/Dungeons have a single NPC which by being alive prevents the enemy from capturing the site.
Mission sites have numerous NPC much like high sec missions.
FW Complexes Appear on overview when they are opened but they are an anomaly so as soon as they spawn they are accessible from probe scanner.
Your business is piracy if you are a neutral entering a FW complex for the purpose of killing the players inside and looting them.
FW Militia do not enter a Complex for that purpose. It is necessary to remove enemy ships from a complex to prevent them from capturing it. If you enter a plex looking for enemy and there are a bunch of pirates in there you can bet 99.9% that they are going to attack if they don't run for it.

You ever been in a FW complex ?

Indeed I have. But I don't cry about low sec status when I shoot the bears inside of them (mostly stabbed frigates). I instead utilize the power of my brain to decide when to grind some sec status or pay for tags. If I'm at war with some militia groups so I don't even need to go global to kill them (and that is the only logical reason for me to be there in the first place).

All that aside I was poking fun at your comment about not engaging non flashies and your whining about your low sec status in the same thread

Well I'm not suggesting that you should be able to engage non flashys on a gate or a station or a moon or a Jove Observatory or even a mission site.
There is no legal activity on offer for neutrals inside FW plexes.

I'm trying to find some kind of sympathy here in myself.
I'm also kind of failing... as whenever I pew in low sec I get hit with sec status hits even though when I pew in high sec I don't. Seems a bit unfair to the 'pirates' that the militia don't seem to suffer the same penalties normally as they do.
Is this a privilege issue?

They do suffer the same penalties

Militia that do a lot of random fighting tend to have lower sec status than those who stick to the objective but there is no legit area where you don't get covered in pirate dung even if you are not interested in fighting every random ship that comes into system for no reason other than to stop them from killing you.

My mistake. I didn't know that the militias actually lost sec status when they engage each other.
Just have heard similar complaints many times in the past and I never really understood why, as I had assumed that PVP was an integral thing with it. It always struck me as odd that it bothered pvp pilots that people were willing to offer them free pvp.

The term dungeon is ok it is only association with another type of gaming that is offputting, you can get over it a bit like the way you get over the fact that the term stargate is used for things outside of Eve.

Yep they are there, though I reffer to them as farming Alts , you can identify them because they have an employment history in two opposing militias.

They don't. In FW you are free to attack or being attacked by the opposite side in any area (HS, low) of EVE without lose sec status.
I think that the OP is referring on his behaviour to attack any ship that enter in plexes.

@OP: pirates are there for PVP, you are there for PVP. So where is the problem?
Being in militia doesn't mean that you cannot be attacked by others players outside of FW.
And if you attack them for first, you will lose sec status. Of course.

They are in a permanent wardeck with the opposing militias. Other than that they get no privilleges.
