Does this game need a PvP Arena?

Sort of but make it part of the game. Give the players more tools they can manufacture to run this. Not ccp. Make it so you have to constuct the arena. Make it so players who interfere will likely get blown up but its still possible. Make so alliances can put on their own "shows" and compete with eachother. Once they are established they could possibly even charge for people entering their tournaments.

It could be sort of like the colliseum of Rome except with space ships. People *could* jump in and kill a gladiator but they would very likely be killed as well.

Real fighting real consequences and interference is always possible because nothing is 100% guaranteed, but offer few more tools to help players make this happen.

This game already has a PvP arena. Get on singularity. Everything is mega-cheap, and has no consequence on your assets/whatever on tranquility.

Fantastic place to get your corp/alliance to sign on and run fleet fights against each other to train up FCs and let people get the feel for their ships with no real consequence.
