Need advice on this Algos scramkite fit

I came up with the following fit for low sec / FW PVP. What do you guys think? Any suggestions?

At level V...
EHP = 8.56k
DPS = 301 overheated

Tactics: Basically scram and kite anything within 10km, and orbit at 7km outside of neut range. With the two Overdrives, I should be faster than most destroyers and frigates and dictate range.

If a fast ship or kiter escapes my scram, load Federation Navy Iron Charge S, which has an optimal range of 28.8km (and 36km falloff). My DPS would be 212 overheated. I may not win the fight, but if I can continue to hurt the kiter, I can hopefully make them run away.

Thoughts? My main concern is that my guns may track too slow for frigates, although if we're both webbing each other, it should be okay? I can swap my railguns for 125mm.

very cheap at 9 mil. has lots of speed, tank, and dps. this is a lot faster than your ship and deals more damage.

how exactly do you plan on scramkiting in a thing that goes 842 m/s with all V, and an align time of 5.6 secs

drop thos overdrives for DDAs or armor tank and forget about scramkiting

Well I love flying my Algos and I'm trying to widen my engagement profile. Scramkiters seem able to take on the most fits. While the Algos is kinda slow, I've seen kiters burn out their ABs trying to escape my web. As long as the speed difference between me and my target isn't too large, I think it's doable. If they explode or their AB burns out before escaping my web, I win. Anyway your advice is appreciated.

Confirming this fit is good. You can also run a long point over the scram which is nice for straight line burning while frigates trail behind you trying to land enough webs to slow you down.

10mn also means transversal control against fairly anything.
