Fair point.

What would you recommend as the best way for a New player to make the most ISK without mining? or going into Low areas?

for example: Is hacking better for ISK over Planet management? or missions better than planet management?

I have done the tutorials and the hacking looked fun but have not tried much other stuff as it requires skills and I dont want to spend a week or 2 on skills that are useless :(

Don't be afraid of low sec/null sec areas. Most of null is flat out empty. Once you can fly a cov ops, jump into different low/null regions using wormholes, so you're not caught on gatecamps in null. Simply only run sites when you are alone in local, cloak up when someone else comes in the system.

It is very easy to find systems in null that are completely devoid of life.

For new players doing missions is an obvious choice, other one is PI which yields a decent amount of passive ISK with little work, however yields are so low in high sec that you have pretty much buy everything from the market and concentrate your efforts on making T3-T4 products and live off from the margins.

The more dangerous options are sucking gas from low class WH's which is very lucrative and very dangerous business then there are the usual scams, low sec piracy and the like.

Note that i don't recommend mining because the pay isn't really that good without a sizeable investment and that the profit scales with numbers meaning you would need an armada of alts to make a good buck from mining until someone comes and ganks up your mining fleet and even then you would be better off mining in some remote corners of EVE null sec.
