It is all time but as someone pointed out here, NPC corp tax was only introduced at 11% in 2009.

This review of CCP's financial statements estimates there are 197k unused Plex in circulation at the moment. 20k really doesn't seem all that much by comparison.

To be fair, the type of people who keep their alts in NPC corps and have their activites taxed are likely casual mission runners. Incursion runners probably bounce between alt corps to avoid wardecs, and large scale ISK making operations (moon mining/reactions, indy, trade etc) aren't taxed by NPC corps. It is a bit sad reading that blog to see that their stated intention of making player corps more desirable than NPC corps with that change. Don't think it worked.
