Yeah you need a prop anyway. And stratios is not that good for solo hunting since it's a cruiser hull and it's ******* slow to warp. Get a succubus or a worm, you can even kill 1bil ishtars with it.

I prefer to armor tank mine with an ancil armor repper. This frees up the mids for mwd and other utility. At work so can't remember exact fit, evemail me and I will send it through.

if you do decide to go buffer armor, i would suggest taking along a mobile depo with armor rep as you will in most cases if you in a wh chain or deep null you may not have anyway to get the damage repaired.

You obviously have to scale what you try to solo with your fit. If you go buffer, then do the math in your head before you uncloak - is that guy going to chew through my buffer before I take him down? If yes, then don't uncloak. The above dual 1600 plate is a pretty bad fit in my opinion. With DC as the only reisist buff and super slow w/ dual plates - you just asking to get quickly wonked by a lot of different ships.

I'd say go with the dual armor rep. I've seen guys using them being successful.

Overall you solo cloaky hunter guys have the same 2 questions to answer before uncloaking.

1. Can I burn this guy down before he burns me down?
2. Can I burn this guy down before his backup arrives?

The answers to those two questions are answered based on what he's flying, how you fit your ship, how many friends he has and how close are they. You fit determines what ships are a go and what ships are a no go. Your experience (which is a key player for the solo hunter) is what determines your success rate.

I could give you an 'I win' dual rep fit and you can go out and try to use it on a geddon, get popped and call me dumb and my fit garbage. Experience is your most important module when doing solo stuff. I'm not trying to be a D1ck here, but if you lack the experience to come up with a solo stratios fit, then you probably lack the experience for solo hunting. The fix for that is find a good small gang corp to help you along and get that experience or feed ships to the experience monster until you gain said experience. Both ways work - pick the one that works for you.

1600mm plate plus EANMs +/- Reactive, DC2, dual webs, scram, MWD, cap injector in mids, medium good tracking guns and a neut or two (I prefer blasters).

Oh yeah, and start with a cheap frigate if you're not used to PvP.

where do you want to hunt them? On gates? Planets? Because in anomalies or complexes you'll have to tank your victim + spawn of rats he's fighting - will your dual LSE buffer hold long enough? For gatecamps a scram seems pointless. A stratios is a pretty slow one anyways, would fit at least 1 nano and mwd if you dont want to get killed in the first half assed dictor gatecamp.
Scram+no prop mod is an odd combination, dont think that can work well.
