Had this happen over a month ago. Trying to remember how I fixed it...

Sorry, I've slept since then and didn't take notes.

Once out of the game, check your computer's regular screen settings. Something about Resolution can give that very unique and obscure bug with the cursor ingame. No promises, try resetting your screen resolution and such back to default, then return to your usual setup. Then in the Esc menu, re-choose your resolution settings there as well. That (I Think!!!) was what I did to de-glitch the off center cursor. Kind of like smacking the side of a VCR to get it to track correctly when all else would fail. (and now I feel old, knowing what Tracking is on a VHS. degauss time for CRT monitors anyone?)

Im experiencing the same problem Sad, my cursor is higher and to the left of where it should be. The only thing that helps is when i lower the resolution. i wonder if you have found a way to fix this issue. Playing eve on 2560X1440 resolution on a 4k monitor sucks. What?

EDIT: i found a solution! running the game with DirectX 9 instead of 11 fixed the sync issue. Have you tryed this already?
