How many points does the rattlesnake victory edition take up and does it count as a regular rattlesnake for the tournament?
(I'm guessing that it won't be turned into a permanent skin before the tournament happens)

Rattlesnake VI would be 19 points, and is identical to the Rattlesnake.

Have a play with this.

Note I didn't know what an occator or a viator (t2 Indy) would cost, nor if support frigs should cost the same as combat frigs)

There are good ships,

And wood ships,

And ships that sail the sea

But the best ships are Spaceships

The Rattlesnake Victory Edition is considered a Rattlesnake for the purpose of the Alliance Tournament. That means that it's points cost is of a Pirate Faction Battleship, and bringing one counts against your limit of two for Rattlesnakes.
