How do we get assistance on Sisi?

Hi,

In the recent blog post CCP Logibro mentions the following:

"We will however provide support where we can to teams that wish to practice on Singularity, such as spawning the arena beacons in systems."

How do we contact someone from CCP to make use of this service on Singularity?

i would assume a SISI Support ticket and i think there is a section for allaince tournement

Just file a ticket on Tranquility (no one answers tickets on Singularity) under Community Management.

No, you still need to request it via a ticket.

What sort of turn of turn around time from a support ticket to having the bookmarks and beacons?

Generally by next day as long as it's not the weekend and you file it in the correct category.
