Why are people flying with unfitted ships?

Sometimes you have stuffed your ship full of over sized modules, already popped in a fitting rig and hardwire ... so you forget about the small neut that you could squeeze into the remaining high slot for less effectiveness of the main purpose of your ship.

... or you are a miner that goes, "Feck it, going to lose it anyway, so let me max the yield and forget about the rest. Lost ship is just part of business costs. *Shrug* "

I call them GummyBears.

Used to get upset that people couldn't bother fitting (or reasonably fitting) their ships.
Now I build ships. Lots of ships.
Business is good.

Depends on the ship. Often there is a high or two empty on a hauler or a drone ship.

Or maybe the pilot wants to minimise the financial consequences of a kllright being activated on them.

Probably those who already lost their ships to gankers or WT decided - Hell, i'm not gonna do it once again or at least would undock partial fitted.

I'm sure there are lots of perfectly good reasons for it. Some were even outlined here already. But I have to say, I've had the same experience as the OP...I review some killboards and my jaw freaking drops at what I see.

About an hour ago I was perusing Marauder kills...saw a very shiny Paladin kill that had NO tank fitted at all.

Looking up transport ships, I've seen dozens of DST's fitted with no tank or anti-tank. Or dramatically undersized tank (you put WHAT sized shield extender on that?!).

You ever want a really good laugh, you should check out the killboards with transport ships. Anti-tank blockade runners getting ganked out of the gate in hub systems with lots of isky cargo, some DST's loaded up with so much shiny defense modules they become a tank magnet just for that, etc etc. Especially in the DST category I've seen a lot of kills where no tank is being fitted, most slots empty, on a ship carrying a lot of cargo through hostile space.

It's how I make my daily quota of facepalms. If I'm ever deficient, I just browse there until I find something that makes me cry out, "Oh good GOD no!", facepalm, then go about my day. There may be good reasons for some of those things, but it's still fun to look at.

There are numerous reasons for fitting with one or two slots empty:

Ran out of fitting space: Once you've got your guns, tank, prop...etc fitted you may find you're up against the limit of PG or CPU - particularly if you're fitting a very pointed set-up you may lose more from sub'ing a low or rigslot out to a fitting mod than you would gain from fitting the extra slots.

No (limited, negligable) value in fitting: Fitting Blasters (and even rails) on a Falcon is questionable - what else do you want in those highslots?

Heatsinks: Empty slots sink heat from your other modules meaning they can be overheated for longer. If you're flying a stealth bomber (for example) and never leaving K-Space maybe the probe launcher isn't needed and you're better off spacing your launchers and leaving an empty slot.

Couldn't get what you need: If you're fitting a ship in a backwater perhaps you can't get that Gotan's Cap Recharger on the market... If you have huge stocks of certain modules you might choose to dip into them rather than buying yet another...

Here is my idea to fix this empty module slot problem: Fitted ship contract buy orders. If someone wants fitted ship and it needs certain qualities he makes buy order where he/she tells what kind of ship he/she needs. Then capsuleers have chance to drop fitted ships in this buy order visible and their price demand for ship and then capsuleer who made buy order decides what ship he/she wants to buy and pays price for it.

I'm a bit confused as to why something special needs to be done. I've accepted trades and contracts in the past for fitted ships.
How would this stop other players from deliberately flying unfitted or anti-tanked ships?
As for obtaining modules for a new ship, I'll haul them to where the new hull is and fly a fitted ship out.

People getting exploded in unfitted ships is simply Darwinism at work, no matter what part of space their in.

It's like being a fighter pilot and taking off the tarmac with no weapons, ejection seat, g-suit, sanity, etc.

Depending on region / location - not all places people fly have vibrant markets with items available to everyone. This isn't really an excuse either way, as much as... I can see people trying to get away with partial fits (despite it being a bad idea for obvious reasons)

As long as it serves the purpose, why not.
For instance I use a ship in fleet that I, in all probability, lose anyway. Wouldn't spend more ISK on it than necessary.
Or low skills, sometimes it's not yet possible for me to fit everything I want.
Or it's a special fitting that's not designed to have resources for anything left.

some cases there is no need for fit at all.

example some fw isk farming can be done with empty ships, so losing empty ship gives almost no risk situation.
