So when I left DPS domi was king for level 4's and now that I've come back I'm going through more drones than I'd like to admit and my tank seems worse than when I left. So I have a few questions that I'll put concisely.

1) Is there a better way to run level 4's now? I'm in a DPS domi with sentrys larges and smalls with 5 350 rails and 3 DDA and 1 drone damage rig, I can fly pretty much every race of battleship and I have really good drone and gun skills but my missile and shield skills are weak.

2) Are level 4's still the best money outside of joining a 0.0/low sec corp? I need a relatively simple way to make money while I figure out how to play the game again and diving into low sec stuff doesn't seem smart yet without a decent bank.

3) Is there something I should start training towards that might not have been viable 3-4 years ago to replace the DPS domi? I can fly the Ishtar.

4) Is faction warfare a decent way to make isk? I've been told I can fit up some cheap frigs and still make money?

5) What's going on with drone aggro?!?!

Last time I played was when strategic cruisers were just being released. I think 2012?

Domi was and still is king for running Level 4s cheaply. For everything else there's Pirate Battleships/Marauders.

I would normally say move towards a rattlesnake, since it has a buff to drone hp. However, since your missile/shield skills are weak, a Navy Domi would be a good step. You'd lose some application bonus but gain gun damage bonus.

2) Are level 4's still the best money outside of joining a 0.0/low sec corp? I need a relatively simple way to make money while I figure out how to play the game again and diving into low sec stuff doesn't seem smart yet without a decent bank.

Incursion and Faction Warfare would be your best bet, but since your not wanting to dive into low sec....Incursions!

3) Is there something I should start training towards that might not have been viable 3-4 years ago to replace the DPS domi? I can fly the Ishtar.

Almost everything viable 3-4 years ago is still viable now. The Domi was just highly popular because it was/is cheap and effective. The only thing that's changed is you can't really do the whole afk drone pwnmobile.

4) Is faction warfare a decent way to make isk? I've been told I can fit up some cheap frigs and still make money?

AFAIK, yes

5) What's going on with drone aggro?!?!

CCP has changed NPC targeting priority to do away with the days olf ole afk drone boats. Which makes the Rattlesnake/Gile/Worm and to the lesser extent Astero my prefered drone boats as they also get drone bonus hp.

Rattlesnake is easy mode now.
Marauders are easy mode as well.
Gila if you want to stay agile.

Since my Missile skills suck how would an Ishtar fair compared to the Rattlesnake?

That'll work, just a bit slower and you have to pay a lot more attention.

Strategic cruisers released when I started playing this game back in 2009.

You will have to kind of relearn how to use drones in PvE situations. The Ishtar just got nerfed but mostly to sentries so I think they should still be pretty decent.

With level 4's my understanding is that the burner missions are where the isk is now. But you will need some fairly expensive ships if you want to solo them. So burner missions are missions that only let frigates through the gates and are very difficult. You will want to read up on burner missions most likely before you attempt one. I think that they may have introduced some cruiser burner mission and I know that there are some fleet ones. Level 4's are different but good isk still.

Each of the four empire factions also has an epic arc mission line that is good isk and good standing.

Yeah one of the first few hours I was back I lost my ishkur to a burner mission, learned real quick to avoid those for the time being.

I'm not a PVEer but I do dabble (mainly if I kill a few too many miners and need to repair the sec status; right now my sec status is actually ridiculously high for me).

Other than burner missions (which are for small ships), there is only one level 4 mission I can't *easily* do in an Ishtar with almost no tank, while remaining PVP capable in the fit. That mission is Downing the Slavers Part 2.

Fit:
High slots: Medium railguns (best you can fit after fitting everything else) OR Blasters (T2 neutrons fit). Try both, see which you prefer
Mids: 2x meta 4 web, 1x meta 4 warp scram, 1x 10mn MWD, 1x flex slot
Lows: 3x Drone Damage Amp 2, 1x Damage Control, 1x C-type deadspace repper
Rigs: Local repair rigs

You have no buffer with this fit. You screw up, you die. That's the only way EVE PVE remains anything other than mindnumbing.
