Query on decimal localization

I'm temporarily running EVE on a notebook that was purchased in Greece, and even though I've tried to set Windows 7 (through Control Panel) to use the U.S. numbering system default (comma as thousands separator, dot as decimal point), EVE (and certain other programs) continues to use the standard from where the machine was bought (dot as thousands separator, comma as decimal point).

Where does the EVE client check to determine what decimal/separator numbering format to use? I know it's not in the Control Panel, nor is it apparently anywhere obvious in the main Windows registry (everywhere I've checked, I've got the decimals and separators set to US standard).

EVE ignores system settings regarding locale formats.

You can make the changes in EVE's settings file, which can be found here:

%HOMEPATH%\AppData\Local\CCP\EVE\c_program_files_(x86)_ccp_eve_tranquility\settings\prefs.ini

Change "decimal" and "digit" to your likings.

It puzzles me why the EVE Online client didn't set those variables correctly when creating that file. Bugreport?

Good news is that I found a way to fix it in Windows 7. Bad news is once I applied the fix, I promptly forgot what the solution was. I'll research it again and update when I can.

Short form: in the Windows 7 region-and-language dialog, there's an "Administrative" tab, with a button marked "Copy to reserved accounts". Once you've got the number localization you want, you can use that button to copy your settings to the "system accounts" - some programs like Skype and, apparently, the EVE client take their number settings not from the user account but from the system accounts.

It's a pretty obscure setting, and took me a long time to dig up the solution.
