How do you protect trade secrets?

Do you just go and apply for it, or attack others with psychological warfare, try to expose other's secret or what?

How are Trade Secrets Protected??

Art. 39 of the Agreement on Trade-Related Aspects of Intellectual Property Rights
PART II — Standards concerning the availability, scope and use of Intellectual Property Rights
SECTION 7: PROTECTION OF UNDISCLOSED INFORMATION
Article 39

This time , it's more about enforcement than analysis.
