Naming the emotions can be hard. What want people do to each other is more important. Maybe its better not to say I love you, but I would like to have sex with you and then we will see.
But its considered rude by many people. Human civilisation is using brain to make culture, so as brain is a product of evolution, there is a darvinism in love culture too. Rude is an evolutionary tension on people, by people. Not biological, but rather civilisation tension, and this is because of our btains that cant stand a lack of entertainment.

There is a bunch of psychophysical effects of making sex with other person. So, without sex relationships can end in friendship like relations.

Some people seduce, manipulate, its true. I feel objective to such manipulation as its only the ritual of "I bring more colorful feather than my rival" without actual deeper affection that result from empathy, understanding, sexual attractiveness and couple of other things. Manipulation is less effective when we take into consideration contraception and actual procreation. And its less of a long term relationship building that can result in more steady stream of babies. Very rarely manipulation can be long term, as the partners tend to be close and often suspect the manipulation. Manipulating person can be ostracized and often is.

Act of procreation can emerge from closeness of two people that are sexually atractive to each other, naturally. This closeness result from the pattern of needs both sexual and emotional. Woman can have different levels of these needs, same as man. In marriage its constant struggle to fulfill these needs.
