faction ship bpcs- where do i find them?

As above really.

Can you find them through data hacking sites? from ratting sites? anomalies? combat sites?

Combat sites, faction rats (shadow serpentis, etc) and the pirate corp LP store.

Pirate LP store is not viable place for a long time.
After multiple changes to ships/drops/escalations ship from pirate LP store is 2-3 times more expensive than the one on the market.

Only moruds and sisters ships are still viable from LP store.

would i be right in thinking that large bpc eg. machariel can only be found in null, medium eg cynabal in lowsec/ null and small eg dramiel in all areas?

For the most part. You can occasionally get an escalation in high sec that might drop a cruiser bpc, but for the most part yeah, they're segregated by security.
