Flashing all depends on how your overview settings are.

The default was changed to not flashing if I remember correctly several months ago in a patch but I changed it back to the old way.

Bracket - flashing yellow box outline = you are being targeted. You cannot attack them.
Bracket - flashing red box outline = you are being attacked. You can attack them.

Overview Background - solid red, white skull icon = they are an outlaw. They cannot attack you unless you attack them, at which point you will become an outlaw to them and get an aggression timer.
Overview Background - flashing red, white star icon = they are a war target. You are free to attack them, and they are free to attack you.

There are 2 ways to become an outlaw in hisec:
1. Steal from a wreck or jetcan.
2. Have a low security rating for the system (they can travel in shuttles or pods which are both unarmed).

Other than the fun spelling error this is pretty good advice.

The real trick is just not get all butthurt about it, It's all a part of the game.

Remember if someone is willing to engage you in PVP the odds are they are fairly sure of victory so unless you have some trick of your own up your sleeve it's probably best not to take the bait.

Also PVE fit ships tend to be horrible for PVP and as a newbie there is no way you have the drone skills to fit a proper PVP Arbi.

Best bet as a newbie is to keep your nose down, don't smack people and for goodness sake don't shoot at anyone until you've read up on various aggression mechanics.

My suggestion is figure out your money situation (PVP is an ISK sink for most people) a good place to get started with that would be EVE-University, helping newbies learn the ropes of New Eden is their entire purpose of existence. Once you get the ISK aspect of the game figured out come on down to Lonetrek and join RVB it's a great place to learn a the basics of PVP in EVE, you might also if your schedule and isk permits look into the PVP courses offered by Agony Unleased, I've not personally had the pleasure of taking their PVP basic class though I've heard good things about it, I did get to attend an FC class they held for RVB which culminated in a fun null sec roam that got us hot dropped not once but twice including the discotech on the second. Agony are great bunch of pilots and much like us in RVB their entire mission is to promote PVP.

The main thing is get the right attitude. This is a game and a large part of the game is destroying other peoples stuff while trying to prevent them from destroying your own.

I described this game as a place where people will over-ship you, blob you, gank your ship and pod and then camp you into the station until you go back to WOW. It's that kind of game but if you can wrap your head around that and not take it more seriously than it deserves it's great fun.

It's only pixels and no matter how far down you think you've fallen you can always rebuild. In 6 months you'll look back at that cruiser loss and wonder what you were all worried about, you're only talking about 6 million isk in loss there that's about 20 minutes of L4 missions or half an hour of mining in a Hulk. If you can take such losses in stride you'll do well in the game. If your going to go all emo butthurt everytime you lose a ship you might as well stop playing now and save yourself the suffering.

Jet canning solo in eve is pretty much dead and only asking for trouble from pirates looking for noob kills. The reason you get killed is because the pirate flipped your can. Or put your ore from your can into his. When you go to take your ore your stealing from him now and he can kill you. If you want to can mine get secured container and mine .07 space.

Others already said what u did wrong in your mission.

Join a mining Corp for help.
