Skills required to create alliance

After several weeks searching eve and google i finally got a response from eve support with the required skills to creat alliances

Corporation Management LV5
Ethnic Relations LV1 (skill should be higher unless you are planning to only accept 1 race of members)
Megacorp Management LV5
Empire Control LV5

With the above skills you can create a 1300 member corp and alliance

Sovereignty LV5 will increase member count 1000 members per skill level

Troll Skill Lv3 ≡√≡

…or you could just look in the EVE wiki under Alliance and notice this handy snippet: “Every CEO who possesses the Empire Control skill at level 5 can form an Alliance.”

You don't need Ethnic Relations, by the way.

Those are the skills required to CREATE the alliance.

Are the skills required to simply be the alliance executor the same? If not, what are they?
