Is it possible for a FW militia pilot to share mission standing rewards with someone outside of the miltia?

That's a good question. Wish I had a definite answer for you.

I'd say it's probably the same as when running regular missions while fleeted. Agent and Corporation standing is shared. As for Faction standing, I believe FW members get Faction standing when they gain rank. I believe rank is gained by completing FW missions.

Nope, it's not possible.
To share, the other pilot has to be part of the FW-Militia.
