Will the Entosis link affect POS's or POS modules?

The brilliant minds at CCP have realized that once the POS's are removed from k-space, POS fuel prices may skyrocket, right?

From what I have read, there is no fuel requirement for the new citadels, so less people will make fuel. Granted there will be less POS's, but I want to be sure all aspects of this change are being considered before whole groups of players are boned....
