I disagree.

High sec awoxing was made harder as the CEO actually has to turn off Friendly Fire or whatever it is called. Then after a 24 hour period of waiting will Concord start responding to corp on corp fighting.

So as you can see the carebear CEO has to give a crap enough to turn off the friendly fire before hand which judging by killboards that is rarely actually done.
