Indoctrinated, mostly. During that original invasion all those centuries ago, they were collaborators, and thus, traitors; more recent generations, however, have been raised into the Amarr way of thinking. While not intrinsically bad, the Amarr way of thinking involved co quest, forced conversion, and such. And that's terrible.

Everyone is indoctrinated into the culture they're raised in. Some religions place more focus on religion than others, but the Matari are not different in this regard.
