Launcher issue since Rubicon release

I've been stuck with this problem since the Rubicon release. When ever I open the eve.exe or the launcher.exe it gives me this textbox --> full content.

I didn't care that much until now because I've been able to get around by using the repair tool any time there was a new update but now even that isn't working. I've uninstalled everything way too many time to no success. I use the same anti-virus and setting as my laptop and it works without any problem. I really am out of idea now.
