Open Letter to CONCORD

/addresses
To: Consolidated Cooperation and Relations Command (CONCORD)
From: The High-Archdiocese Offices Pope of New Eden
Direct: His Holiness Maximilian Singularity VI (MS6)

/body
Under my authority as the recognized Harbinger of Faith, I call forth a direct and transparent question to the Consolidated Cooperation and Releations Command regarding incidents of late.

The foundation for the query is thusly with these following articles…

Article 1
With recent activity by Drifter forces where Capsuleers of all four core empires have been attacked, Concord ships have responded to such incidents and have done nothing against the Drifter forces while Capsuleers have abided by the rules of the Youili Convention and CONCORD rules of engagement. CONCORD assets watched in clear view while Capsuleer Corpses were harvested from open space by the Drifters.

Article 2
Our databases show CONCORD sanctioned recognition of ‘corporationID: 1000274, Drifters Member Corporation’ as an official entry in the rolls of records of Corporations and Alliances.

Article 3
CONCORD has conducted an analysis of the Drifter Battleship and upon thy own admission the analysis was hampered by advanced hull and shielding. Details of this analysis have been withheld from member empires and Capsuleers.

Article 4
CONCORD is dependent upon Jove technology for the purpose of conducting its primary mission.

Query:
Based upon the articles of foundation detailed above… what is CONCORDS role and relationship to the Drifters?

Respectfully submitted per my right…
/s/ Max Singularity

So the Jove Directorate helps establish CONCORD and then you're all "Oh mah GAWD, CONCORD knows stuff about Jovians?! Conspiracy!"

Am I getting this right?

Despite my opposition to your remarks about Her Imperial Majesty and the Empire, Mr. Singularity, I agree with you on this matter. CONCORD as an institution is supposed to answer to its member states, but it has frequently failed to do this in today's time.

The secret Jove observatories are a violation of the conventions. Was CONCORD aware of their existence?

Any sort of opposing sentiments to CONCORD will only fall on deaf ears, their agenda is as clean as an asteroid belt, we will probably not get justice for these Drifter abductions until CONCORD gets what they want and decide to declare war on them.

With all due respect, until we definitively establish that the Vigilant Tyrannos are in fact not a Directorate faction, then CONCORD's hands are tied.

Maker, even though they interrupted a broadcast, that's still nothing at all on the Matari assault on the CONCORD Bureau station, the wreckage of which we can still see in Yulai. The Republic hasn't been declared persona non grata, so I doubt we'll see anything so profound in the case of the Drifters.

Max Singularity, Sixth of Your Name,

Your concern is noted, though it is also noted that you were not nearly so vocal in said concens over the last several months, when those of us actually interested in finding a solution to this issue were performing analyses and theorycrafting.

Regarding your stated issues with CONCORD's handling of the matter:

The articles of the Yulai convention govern conduct amongst capsuleers. The convention offers no pretense of protection for any other than the baseline citizens of New Eden, against whom no aggressive acts have been committed.

The integration of corp identifier 1000274 as a recognized corporate entity is necessary to establish nomenclature and distribute information. This does not make CONCORD accountable for their actions, any more than their recognition of Guristas or the Angel Cartel or - wait for it - Goonswarm should be seen as an endorsement.

I understand your ambition to unravel the organization from the bottom up, but you're tugging at the wrong thread.

CONCORD. White Blood Cells of Empire. Their protection is vital against the sickness that is extinction.

Is it possible that the Drifters do not trigger their autonomic response? The Drifters are only just biomatter after all, as alive as the hulls of our ships. Inside these dead husks flicker the faint fire of dreamers from the Virtual. I wonder if they register on CONCORD's "all seeing" cognitive infrastructure as aggressors.

If an asteroid sheared through your hull, would CONCORD offer a response? I think no.

If a walking corpse assaulted you in the spaces between the stars, would CONCORD awaken in their barracks and pile into their frigates to save you? Our White Blood Cells are sick, and the Disease is not a conventional one.

Unfortunately, he's right, we are openly being attacked and CONCORD does nothing, I am already attempting to open diplomatic channels with them, and any support on that is appreciated.

So far, nothing.

Dr. Borkstar,

Yes, capsuleers are being attacked. However CONCORD is under no obligation to protect us from any threats besides one another, especially considering the effective immortality we all share.

I will concede that there is a significant potential threat to civilian populations posed here, but that falls under the purview of national navies, who seem to be mobilizing - albeit at their characteristically glacial pace.

Why risking baseliner lives of DED crews when capsuleers seem to be the only ones to be under attack, and also seem to perform decently in those vanguard skirmishes ? It also makes sense strategically not to show all your cards at once, unless a serious emergency emerges., which is not the case here. Again, the Drifters have only attacked, or defended against, capsuleers.

Involving baseling combat ships would also paint them as targets, and incite Drifters to actually start hostile actions against baseliners, and civilians, which sounds like a dangerous gambit.

DED forces are already on high alert, and may be mobilizing - you do not hear about that since they strength precisely lies in their power projection ability. CONCORD agents may, or may not, be already gathering intelligence.

Their silence is actually strategically, the better move for the moment.

CONCORD just happens to be the usual convenient scapegoat, when the true intergalactic political failures are the Empires themselves.

Have you considered that CONCORD may well be avoiding direct conflict so as to not give the Drifters any indication of their strengths and weaknesses? They are already adapting to capsuleer attacks and weapons, ,if they do the same with CONCORD ships and equipment how then could they decisively strike back in the event of a full invasion?

Secondly they are attacking capsuleers who approach their stations and structures. How do we know that they don't consider themselves at war with all of us considering that many capsuleers have shown open unprovoked aggression.

As far as I'm aware the Drifters have yet to attack any Empire structures and civilians. If they do I will be drawn into the conflict but as yet they have not bothered myself or any who I would consider innocent.

Clones are merely a biological shell for our active consciousness. So long as they are in plentiful supply, we as capsuleers are still effectively immortal. Therefore I don't give 2 isk whether CONCORD is a sock-puppet for the Jove, who seem rather uninterested in us or anyone else as of late.

tl;dr: So long and thanks for all the fish.

I think given today's news from the SCOPE, Mr. Singularity's questions bear a little more weight.
