I think you either need to target frigates running burner missions (they almost have to be faction fit) or go sit between Sakenta and Jita and pick up shuttles/frigs/haulers hauling skill books.

Billions in skill books trade in Jita daily.

The closest skill book spawn point in which you can see the Jita market is Sakenta.

So that means that, most likely, billions in skill books traverse that path daily.

When I was a noob, I used to fly them in an ibis.

I have never seen someone ganked on that route.

You need to go to a major level 4 mission hub. Any faction or t2 frigate you see undocking from one of those stations is a good possibility.

You should google burner fits so you know what ships they like to fly... You can't do all the burner missions with pure t2 fits, they require faction gear so the drops will be good.

I've heard Langosi is a good location for this.
