Help fitting for a noob

My ship is the Omen Navy Standard issue, with mastery lvl 1 (not going higher because my medium-term ship is an oracle). I have only been playing for a bout a week, so my skill are pretty few, but I do have everything necessary to mount tier 1 medium energy turrets. I belong to a corporation that caters to noobs like myself. As such, we do a lot of mining in null sec. Since everyone is in a venture, they are basically defenseless against rats, so they need people to decent them. My goal, thus, is to be able to take out those pesky rats in in null sec. I would like to keep the cost of fitting down to around 50 mil or below, since I don't have all that much isk. I also want to have at least two or three warp core stabilizers to escape from pvp scenarios. I have very few skills trained, since I'v been playing for only a week or two, so level 1 stuff only, preferably that takes a day or two max to train. Thanks!

Defending miners from rats is an incredibly boring thing to do while also making very little isk.

As for the fit and ship, don't fly a Navy Omen if you're 2 weeks old and can barely even fit t1 turrets. Just buy a regular Omen and use that until you have better skills. As for having warp core stabilizers, they will heavily gimp your fit and fitting, I recommend just keeping an eye on local and dscan in order to escape PvP scenarios. Also, since you're mining in nullsec I'm sure you have some kind of intel channel that you can use. Here's a low skill Omen PvE fit:

I'm not sure how tough nullsec belt rats are but you should be able to handle it decently well if you orbit the battleships close.

Confirming you should not fly a Navy Omen.

You don't want to use warp stabs, you want to just stay aligned to something so that you can warp at a moments notice.
Using warp stabs severely gimps your lock time and targeting range, not a good thing if you are in a cruiser and a bs lands far enough away that you will not be able to shoot at him while he is able to shoot at you, once you get in close its not a problem but taking a beating while you are moving to the target is not ideal.

Thanks for the advice. As for the thing about defending miners from rats being low on isk income, I get paid a fair amount for it by the corp, so that is not a problem.

First of all, there are Omen & Omen Navy Issue, nothing called Omen Navy Standard Issue.

Next and most important thing is forget about it. As soon as you've mentioned that you are newbe and got lack of skills and iskies. No need to through away your 50m isk. You will lose it no matter how many wc stabs you have plus this would limit your free slots which you could use for other mods.

I recommend you to look at Maller arround 11m isk plus some meta fitting would end up around 15m isk which is not harm to lost to the pirates. Plus after insurance you would have a pay back. Maller has natural strong tanking ability plus bonus to lasors damage. I'm not sure if you could handle null sec bs rats so as extra precsutions use beams to keep them at range.

FYI And if your goal is Oracle you still have to train amarrr cruiser to lvl 3.

Thank you for the advice in the first two paragraphs, and I'll definitely look at that. As for the last line: I'm a noob, not an idiot. If I say I consider a ship to be a goal in the medium term, that means I've looked at the skills necessary for the ship, mastery levels, fittings, and prices for all the above. Please do not insult my intelligence.

My last thing is to insult someone here. Even if this your mid term goal training to lvl 3 won't take much time and would be much handfull in terms of additional bonuses gained by hull roles.

My apologies. I'm just very tired and I've spent the last hour trying to figure out why my darned packaged coercer won't go into my iteron before realizing that I had one of my shuttles active, so not in a good mood.
