screen twitching/jerking in windowed mode.

every once and a while my screen twitches a few pixels. everything the UI and game 3d graphics. it doesn't affect the game play but its a bit distracting. most noticeable in the chat window with the big white letters. i have screen shake turned off. ive tried to record it but i have been unsuccessful
