just a newbie question. but is there anything that can decrease the cycle time on modulated strip miners? any skills? implants? ship slots?

Almost all other stuff for mining Ore's is yield improvement based.

there is also an implant that goes into slot 10, but you probably rather want a mining yield increase implant there. the HX- series.

Does railgun ammunition come in Hollow Point?

Are you asking how to make the cycle slower? "Anything that can DECREASE the cycle time"????

If he had asked how to decrease the cyclic rate (Cycles/Time) that would be "funny" But OP asked how to decrease the Cycle time (time/Cycles) so not so funny.
