Can not download installer or update launcher.

Okay guys I need a little feedback.

Each attempt to download the installer, offline installer, or updating an older launcher results in very slow speeds for the first 5 seconds, then completely stops.

I have since then come across another post which pointed me to proxysite.com. I was then able to download the offline installer at full speed and get everything running. Still can't launch from the launcher, but I can at least get around it by executing from the bin folder.

I'm under my own assumption this has something to do with my ISP. I would like to contact them and see if I can resolve this issue, but I don't exactly know what to tell them. Can someone explain to me what possibly might be wrong here?

For anyone having trouble getting the updates to download try using UltraSurf.
