FW & pirate factions. (player created solution?)

This was before my time, but I've seen others mention that CCP originally intended to include the pirate factions in with FW and this always interested me. For what ever reasons they seemed to have decided not to do it, nor have they done much with FW as a whole.

Low sec piracy has also seen better days and for the most part it just revolves around PVP rather than ransoms or making ISK. The average flashy pirate is more interested in a KM mail vs what we might think of as piracy for source of income. Good or bad low sec piracy has essentially just become a source of PVP entertainment.

This got me thinking, what would happen if players created their own solution to faction warfare that incorporated pirate factions? We already see that Red vs Blue is pretty successful alternative to FW in a high sec environment, with various rules of game play in a sense.

I wonder what the interest would be if there were sort of "headless" player created alliances that other corps could join, with the idea of being part of FW for a specific pirate faction. The idea of "headless", means that the alliance would be formed by a sort of leaderless corp that would try to replicate the way FW factions operate. This means their wouldn't be a leadership roll on the alliance level, but instead the individual players or corps that joined would have to decide if they wanted to work with each or or go about their own business.

Obviously there would need to be basic guidelines that worked with the back story of EVE, such as this pirate group was friendly with that one and has a base of operations relative to their empire faction counterparts. I'm just curious what the interest in something like this would be?

Oh but you are happy to have pirates around when they are helping your side, like the ones that camp Tama station & Enal. Personally I think it would be nice way to stir things up. There needs to be a bit more interaction from different groups that have interest in the area, other than just playing gank bear. It's far to stale with Caldari that never undock and Gallente that never fight with out 3 to 1 odds.

Need a 3rd party involved in FW that breaks up the boring same ole same ole. IMO

In that case, how about (examples only, and pardon the spelling) Ammatar, Thukker, Intaki, and whatever Caldari have (Mordu's Legion?) as full independent factions.

May need to replace Thukker with some other group, since they have their own Null region.
