Failed offline installation install -- CABs not digitally signed

I went to reinstall EVE today (Windows XP Pro SP3, and as always I download the Offiline Installer version and go from that. I also make sure any remnants of the old install are gone, including temporary directories in %USERPROFILE% and registry.

During the "Copying new files..." phase, I'm given the following error message, followed by the installer undoing anything it previously did:

A file that is required cannot be installed because the cabinet file D:\downlads\eveonline_875004_1.cab is not digitally signed. This may indicate that the cabinet file is corrupt.

Because CCP doesn't provide checksums anywhere, I proceeded to use this thread to download the checksums (thanks, Tau Cabalander!) and verified them with md5sum.exe. All of them matched:

I then put all the relevant files in a directory and pointed the torrent details to that directory, causing uTorrent to do a hash/verification check of all the files (vs. what the seeds have) to ensure integrity -- all passed.

TL;DR -- the problem is not with a bad SSD/hard disk, filesystem corruption, or something wrong with my system.

From the error message, the issue sounds like at least 1 of the CAB files lack digital signatures indicating that someone at CCP did not build them correctly, or maybe forgot to disable digital signature verification within the installation MSI (I don't know what the proper solution is here). Following this procedure I can confirm there is no Digital Signatures tab on these CABs.

Possibly the issue relates to Windows XP-based installations (I could try doing a test install on a Windows 7 VM if asked), but IMO that's stretching it.

Could someone from CCP look into this? It should be easily reproducible.
