Best Amarr frigate for high speed transport?

I know the tormentor was the go-to one back when it was a mining frig, but whats the next best thing now that it has been nerfed? Best cargo space? Best speed? Best blend of two?

Don't kid yourselves. Even the dirtiest pirates from the birth of EVE have been carebears. They use alts to bring them goods at cheap prices and safely, rather than live with consequences of their in game actions on their main, from concord to prices

Magnate, with the changes to how warp speed works, align time is second to warp speed.

This IMO is the best blend of the two:

May I ask what changes you are referring to? Are these recent changes (I've only been playing for a few months)?

Before the changes, due to the way the mechanics of acceleration and deceleration worked the time it took a battleship to warp from point A to point B was not all that much different than it took a Frigate to warp from point A to point B unless that distance was a very significant one. With the changes this became very different it now takes a larger ship considerably longer to warp than a smaller ship. In addition, they also introduced rigs and modules to increase your warp speed allowing you to warp even faster allowing you to get to your destination significantly faster.

Use a blockade runner I´d say. It will come close to 12AU warpspeed, can use cloak and aligns pretty damn fast.
Instead of hopping from gate to gate use pings to avoid smartbombers that way you don´t need to waste the lows for tank.
The cargo isn´t great but if you need to transport some high value low m³ things cargo space wont be an issue.

Confirming Magnate is the way to go.

Who said OP? They're be best choice for solo PvP in FW space for frig size. Cheap, powerful, T1, etc. Why the butthurt?

Looking at those graphs and stuff I would say get an industrial like sigil and use its natural fast speeds to boost with warp speed rig and inertia stabilizers so you go even faster around places. The sigil base ship is almost as cheap as any frigate and carries a lot more and is pretty fast. Unless sig radius is a problem.

If you want to use a frigate I assume that you're carrying a small, high-value stuff. So to me the best bet is an interceptor fitted with Inertia stab, dcu and a shield tank. It's uncatchable (unless by 2 BS using smartbombs, which is really rare) and it warps really fast.

the Anathema is fantastic for this exact role (particularly if you drop hyper spacial rigs on it)

Another vote for a Magnate, I used to run level 2 distribution missions in it to grind standing. Its the best frigate option short of an Anathema.
