Once constructed, are they permanent? I mean, like, when an alliance invades a system of a neighboring alliance, do they have to destroy any starbases/outposts present before they can gain control of the system, do they just gain control of the starbases/outposts when they get control of the system?

Starbases (POS) can only be destroyed, they never change owner.

Outposts (Stations) are captured, never destroyed, in the process of capturing a system.

POS are unrelated to sov, you can have a POS in systems owned by hostile alliances. Taking sov involves capturing the station, as well as destroying the IHub and the TCU.

What happens in lowsec, stays in lowsec, lowering the barrier to entry to lowsec PVP: https://forums.eveonline.com/default.aspx?g=posts&m=476644&#post476644
