That's an offer I can live with.

If you consider this you would need to give the other guy his money back.
You can do this anytime before the character transfer process starts, but not after ccp has started the transfer.

After consideration, If you are willing to send that guys money back when you get home
and choose to instead sell to me, I can offer 11 Billion isk.

Normally I would not try but I was under the impression the character would be for sale for the duration listed and I had offered more within 3 minutes of the previously settled amount.

As 500m is not much incentive to send the previous bidders isk back I have offered 1 Billion isk more than the last bid.

Offer stands, 11 Billion isk for this character, isk is ready and in wallet. This isk has been set aside and reserved for this possible deal and should you accept will be going to you.

As per CCP rules, He can just send you your isk back until the point where he transfers the character. So yeah you should just send the other 1B over to him, because I will not bid higher than 11B. The only time its too late is when he pays the plex to transfer the character.
