Structure Changes and POS's

In following CCP's dev blogs about structure changes, is it worth investing right now in a POS, knowing that perhaps within a year they'll be obsolete? Is anyone actively setting up new towers right now, or is there a general consensus (from a research and industry perspective) to simply wait?

Well, directly after the announcement pos prices tanked. Especially for faction towers. But the players noticed that the changes won't come overnight and the prices rose again.

I wouldn't wait for the changes.
