No. Miscommunication.

I installed the software just fine, then activated the http url on the software, but when I go to the url, I get the previous error

Well, that means there's a problem with connecting to your server. Check if you have your http server running.

It's a simple Web application - you don't need root for those. I've successfully installed it on shared hosting with limited privileges.

An issue with "Internal server error" appearing when a user trying to log in without appropriate standings have been tracked down and fixed. More information here.
