Eve Launcher will not download new patch

Every since the cache update, I've had problems getting my eve client open. This week my launcher would freeze whenever it was close to downloading the patch to 100%.

I've tried reinstalling eve.

I've tried running the launcher as admin.

I've tried running the repair.

I've tried running the rescache exe.

When running the rescache, it says im missing 62786 files (7.54GB). It asks me to download them, but of course after a few hours the promt freezes up and stops downloading.

Does anyone else have this problem or has fixed this problem?

*New things I'ved tried

Deleting local appdata.

I have no antivirus running while updating EVE and EVE has always been on my firewall exception list.

very similar problem ...

I deleted the eve directory (not the program data /cache directory) reinstalled using the the installer. Again Launcher loads into "processes" but does not open. Rescache after scanning program data determines there are 60k+ files missing. I give the yes command to download missing and several hours later i find it has stopped downloading the missing files.
Launcher loads into "process screen" (Windows Task manager) - rarely does it load but if on a rare occasion it does load several minutes after launching, it is generally unresponsive.

So I was able to get my game working using the offline installer pack.

I'll have to wait and see if the launcher can update with day to day patches, or else this is going to become a huge hassle.
