I'm sure once you banhammered a few folks, the rest would cease and desist. It's just like any other disallowed activity - a complaint would be filed, a quick investigation would ensue, to be followed by a speedy execution.

Most other MMOs would suit your playstyle.

Can I suggest one? World of Warcraft. I used to play it, and it had better PVE than EVE does, strictly regulated PVP (other than its Auction House; Runescape is the only game I have heard of actually taking measures to stop AH PVP and I never played that to have an opinion on it), and most importantly, WoW is based upon the principle that players are bound to their word in interactions with each other.

I left WoW and wound up in EVE when I realised that I wanted my opponents to be cunning, not just stupid creatures with high stats. It sounds like you dislike cunning and ruthless opponents in games, so migrating the other way may suit you.

EVE isn't for everyone.

No thanks. I like the vast majority of highsec players (you know, the people who didn't vote for you), who are able to enjoy the game without griefing, scamming, etc...

Perhaps you should try out nullsec?
