POS Reaction links keep resetting when pressing apply

So I am trying to setup a Drug manufacturing POS but my reaction links wont stay. I submitted a ticket on my alt like 5 days ago but CCP still has it in open status.

My reactors all say "Online - Starting up" and when i look at the tool-tip it says "This reactor is correctly linked to other structures."
My silos also show "Online - Starting up" for the ones with input and output, ones that are only input or output (Gas and Pure Booster) all show "Online".

If I press apply, reset, or clear links - the reaction stops happening.
If i leave it for a few minutes or close an reopen the pos manager it resets.
I have tried off-lining and on-lining all the mods again but nothing is working.

I have tried running a basic reaction as well Gas + water -> Reactor -> Hazardous silo but that fails too.
