Researching Blueprints seems really inconsistent on skills

Why does researching ships require zero skills, but components do indeed require skills? It all seems very inconsistent and kinda seems like its almost "too easy" to research a lot of stuff. What's up with that?

Because components are needed for T2 ships and capitals my friend.

There are a lot of inconsistencies in blueprints. I suspect that over time, they'll all get touched and made consistent. For example, the Deep Core mining laser behaves more like a T2 blueprint (needing datasheets and reports for research/copying) than it behaves like a T1 blueprint.

My guess is that the inconsistencies arose due to different developers working on them at different times in Eve's history and that some came out with different expansions so they had different design philosophies.
