If I engage a WT and he is in a fleet with people whom I am not at war with does his fleet get the limited combat timer?

If your war target is aggressed, any neutral logistics helping him will go suspect though. Suspect flags are even better than limited engagement timers in my book... they last longer and open it up to allow anyone to agro that neutral pilot, not just you.
