Looking to get a jump start, have 5 billion ISK and looking to buy a combat toon

Prefer skills in:
incursion logi
or
incursion dps
or
t3 cruisers
or
lvl 4 mission runner

Maximum 5 billion Buyout as that's all I have. Easy $ if you've got a decent starter toon
