An overhaul of the NPC pirate spawning mechanics to represent the sheer volume of human and material life that is being lost on a daily basis by the capsuleers of new Eden

Using the total bounties payouts of (say) guristas vs rouge drones we can determine which group is being culled at a faster rate. This would represent a difference in power between the two, and a system on the boarder between them would change hands from the guristas to rouge drones. It would now spawn rouge drone sites and have rogue drones plexes and NPC belt rats.

So for example, if someone were to install a large number of ratters in guristas space, say vale of the silent, the number of guristas being killed per month, would sky-rocket, causing areas like the vale to rappidsly change hands from the guristas to the serpentis and rogue drones, which would cause more of them to start being killed.

B: How would this benefit the game?
