Ice vs Fuel Blocks

So I am curious if someone can explain this imbalance....

I am looking at the fuel blocks, in this case the Amarr One. It requires:

150 Heavy Water
400 Helium Isotopes
150 Liquid Ozone

Ice however, has the breakdown:

50 Heavy Water
300 Helium Isotopes
25 Liquid Ozone

Are there other sources, or uses, of these materials to balance this out? I gather some of them are used by capital ships and jump bridges, but is it enough to counter the much smaller amount of ozone produced relative to the others? Or am I missing something?

Ah, that would do it.

So if one is working hi sec, they just need to sell off the excess heavy water/isotope, or buy additional ozone then. Well, looks like this means there is a market/supply at least, which is what was originally confusing me.
