Non pirate npcs to kill some ideas such as,

* Green Anomalies like npc Ore ship sites
* Empire ships to kill
* roaming npc transport ships similar to how the circadian seekers works.
* Sites such as Empire supply depo / shipyards to raid in low sec to attack and loot
