Dont know if someone mentioned it already or I just didn't pay attention.

According with the last CCP trailer, the Jove stargates went all offline , that even shows up in the Scylla trailer. Today I've noticed that on the OVSF-G, and B-HLOG constellations belonging to the Jove Empire, stargates are working or at least they apear to be running since you see the connections between the gates.

They never shut down ? Or is this very recent ?

They never shut down.

They've had their gates the entire time- they're testing systems for CCP.

If you read more carefully I think you'll see an old paradigm was blanked out, replaced by another one.
A "Jove" gate isn't necessarily a "Jove" gate. Cool

The right to free speech doesn't automatically carry with it the right to be taken seriously.
