Suggestions for character going L4s

I have this character, http://eveboard.com/pilot/Drundory, previously doing FWs for the crazy isk gain. Now I have returned to EVE, not really sure what to do with it.

It has got tons of SP into HM, none in CM or even drones. I planned to skill into Raven doing L4s but it's gonna take a while to gain the required skills (about 130 days). Do any of you have suggestions on what to do? Is there any use of HMs in hi-sec PvE?

You could use a tengu with HMs For level 4s.

u could also try out how a rapid heavy missile launcher would work with your raven, personally havent done that but might be interesting
EDIT: taking that back as u only have a tengu try it ^^

The best ships for lvl 4 hisec missions are:

1. Any Marauder
2. Machariel
3. Any other pirate Battleship
4. Tengu
5. Raven
99. random other ship

So for a Tengu, you're looking at sig tanking it. You are obviously also shield tanking the Tengu. A sig-tanked Tengu can run all level 4 missions by perma-running a deadspace small shield booster as well as an Afterburner. Just don't get webbed for extended periods of time. The lazy-man's way (which is my way) is to go the EM hardner / Invul field way and fit a Damage Control II in the lowslots. That's enough resists to tank every lvl 4 mission regardless of the rats' damagetype. You can technically put rat specific hardners, but you're more likely to die to a few Tornado's ganking you if you do, so I'd advice against that. A Damage Control II requires Hull Upgrades lvl 4 which you don't have. In fact, a lot of tech II lowslots modules require that skill so train it asap. Speaking of Tornado's ganking you, it's generally good practice to maximize your EHP. Mechanics V, Hull upgrades V and Shield Upgrades V will all increase your EHP.

As for a prop mod, I'd suggest a Republic Fleet Afterburner as they are affordable and the extra speed is nice to have. Speaking of speed, training Acceleration Control V will make you faster and thus harder to hit. Evasive Maneuvering will increase your align time and thus (slightly) increase the speed at which you can do missions.

Some people swear by Heavy Assault Missiles, but I persoanlly prefer Heavy Missiles as they have a lot more range. Even after their nerf the damage is good enough, especially when using Fury, like you should. Just switch to regulars (not crappy Javelins) for interceptors. Obviously as long as your missile support skills aren't maxed out there is plenty left to train.

You're also going to need to run a Target Painter to wrecks webbing frigs fast. I don't understand why you didn't train Signature Focusing as it makes your target painters better. On that topic, Long Distance Jamming and Frequency Modulation are both excellent skills that make your painters effective at longer ranges, which goes in tandem with the long range of heavy missiles. Oh and some levels in Signature Analysis, a rank 1 skill, helps you lock faster and thus increases isk/hr.

To run a painter + afterburner + small deadspace shield booster forever, you need some cap skills. I notice you don't have Capacitor Operation Systems trained to V, which is an atrocity. There are also zero levels in the Shield Compensation skill which reduces the cap use of shield boosters.

And finally, a better Cybernetics skill allows you to use better implants. I believe there is no real difference between lvl 3 and lvl 4 when it comes to hardwirings, but lvl 5 gives access to a lot of new toys.

Here's my list of stuff you can train to get more out of your Tengu and more isk/hour. It's probably by no means complete and not in any particular order.

You can easily do level 4s but it will probably get boring pretty quick, I would consider training some scanning skills and do some low/null combat site exploration. You could also run some lower end wormholes to throw in some variety.
