If two Oneiros used Remote Tracking Computer II on each other would this have any effect on the Remote Repair systems?

No, Tracking Computers only work on turrets.

If you don't follow the rules, neither will I.

yes it is a module which fitted into high slot of ship, Oneiros for example.

remote repairs are like webs, theres no optimal range, no tracking etc... target is in range or not and it always 'hit'

no troll intended but.... tracking computer can be scripted to affect optimal range and/or tracking speed.
I guess you wanted to use optimal range function. But knowing about other option wouldn't you deduce right answer yourself?

(my first thought when reading OP: what does tracking speed with remote repairers??? Then i recalled about optimalLol)
